SARA MEETING MINUTES - November 12, 2008 (approved 1/14/09)
Call to Order - Meeting was called to order at

Approval of Minutes
Motion made (Johnson; seconded by Spargo) to approve the minutes of the October meeting. The motion passed.
Bill Brundage reported that as of October 31st, the SARA portion of the balance in the treasury was $4404.47. The
TARAbalance remained at $320.08. Jim Boswell and his wife donated the proceeds of their lunch sales at the hamfest to SARA. All members expressed appreciation for providing lunch to attendees and for the donation. Thank you!
The VE team reported that 20 exams were administered and new licenses were awarded as follows: 4 - Technician, 4 - General and 4 - Extra.
Bill Brundage provided a preliminary financial report for hamfest expenses and proceeds. SARA ended in the black.
Ed Wood inquired about whether we would use the Academy for next year's hamfest. The consensus was that we would.
Questions were raised about maximizing the probabilities that we would have at least one other vendor at next year's hamfest. We will call Rad-comm Radio to inquire about the possibilities for a commitment.
Jon Spargo reported on some of the issues raised at the State ARES meeting noting that for New Mexico ARES members to be called out of state to provide communications for a designated emergency, those volunteers will be expected to have completed FEMA ICS courses I-100, I-200 and I-700 at minimum. These courses are available by distance delivery from http://training.fema.gov/IS/crslist.asp. An implication of this requirement is that NM ARES personnel should expect these as minimum requirements for instate service sometime in the future.
Glenn Mauger reported that Advance Communications had be contracted by the state to do the physical installation of the repeaters for the emergency network, but that the state radio office was tasked with programming and tuning. This part was taking longer than anticipated. These repeaters will be open amateur repeaters. Linking around the state will be accomplished by the state in response to requests from local EOCs. A packet node has been reinstalled on Socorro Peak. State ARES is encouraging hams to utilize packet capabilities in preparation for emergency use. Banquet - A consensus was reached that we should have the winter banquet on the regular meeting night - Wednesday, December 10. Jon Spargo will check with the Stage Door Grill regarding holding the banquet there. If that does not pan out, Johnson will contact Socorro Springs and then El Sombrero for availability.
